本书选取西部地区11个省级区作为样本省份, 按人均GDP将每个省份的所有县划分为3个等级, 并从11个省份的每个等级中随机抽取1个样本县。选择各样本县的当地县总医院、县妇幼保健院 (MCH) 、县中医院为样本县医院, 系统选择各样本县的2-3所乡镇卫生院为样本乡医院。随机抽取各县医院门诊病人50例, 乡镇卫生院病人30例, 进行问卷调查, 并进行了统计学分析。
