减少和消除贫困，是人类发展的共同目标，也是一个世界性难题。改革开放以来，中国的扶贫开发，跨越了40多年的历程，其间克服了无数的困难，取得了举世认可的巨大成就，数亿农民摆脱了贫困，过上了小康生活。中国的扶贫开发，是中国道路、中国经验和中国发展模式的重要组成部分，是人类社会扶贫的一个成功样板。中国扶贫开发，现在仍处于攀登新高峰的关键阶段，中国政府在“十三五”规划中庄严承诺，将在2020年消除现行标准下的贫困人口，在2016—2020年5年中，年均减少贫困1千多万人。本报告试图系统回顾中国扶贫开发的历程，总结过去数十年中国扶贫开发的做法和经验，考察中国精准扶贫的实践模式，讨论和分析中国减贫的成效及其对世界减贫事业的贡献。
作者简介
WU Guobao，is a development economist with over 30 years of experience in research and advisory work. His areas of specialization are poverty reduction，microfinance and rural development. He is is a professor of Rural Development Institute and the director of Center for Poverty Studies，Chinese Academy of Social Sciences as well as adviser to both government in China and bilateral and multilateral development agencies.
