　　中国国际问题研究院是从事国际问题和中国外交研究的专业研究机构，长期对国际形势进行密切跟踪和深入研究，对中国外交进行深度分析和透彻解读，并集中其主要调研力量每年编撰一书《国际形势和中国外交蓝皮书》，其宗旨是帮助广大读者全面认识国际形势和正确理解中国外交政策。　　《国际形势和中国外交蓝皮书（2017 英文版）》一书分为两大部分：上篇2016年国际形势专题述评；下篇2016年中国外交评析。

作者简介

中国国际问题研究院(简称国研院)，系中华人民共和国外交部直属专业研究机构，主要对当前国际政治和世界经济等领域的重大问题进行中长期战略研究，亦对国际事务中重要的现实和热点问题做出及时分析，提出意见和建议，以供决策参考。
国研院前身为创设于1956年的“中国科学院国际关系研究所”。1958年研究所名称改为“国际关系研究所”。1986年更为中国国际问题研究所。1998年，国务院“中国国际问题研究中心”并入中国国际问题研究所。2014年6月，中央机构编制委员会办公室批准“中国国际问题研究所”更名为“中国国际问题研究院”。
研究院现有7个研究部门：国际战略研究所、世界经济与发展研究所、美国研究所、亚太研究所、欧洲研究所、发展中国家研究所、欧亚研究所。另设有对外联络处、科研处等单位负责对外交流和科研工作。中国太平洋经济合作全国委员会、亚太安全合作理事会中国委员会、中国国际问题研究基金会及中国军控与裁军协会4个机构挂靠我院。
从1992年起，国研院每年都有研究人员因贡献突出而享受国务院颁发的政府特殊津贴。迄今为止，共有49名研究人员享受政府特殊津贴，其中15名在职。目前，研究院40%的研究人员具有高级职称。
研究院图书馆是国内一流的国际问题研究专业图书馆，现有中、英、法、俄、德、日、西共7个语种约25万册书籍及大量珍贵史料。馆藏范围涵盖政治、经济、军事、外交、国际法等学科。
研究院设有编辑部，负责编辑出版《国际问题研究》(中文双月刊)和《中国国际问题研究》(英文双月刊)。《国际问题研究》(中文版)杂志是我院公开刊物，经过多年的努力已成为展示国际问题和中国外交政策与思想的主要平台之一。我院2006年底创刊的英文刊物《中国国际问题研究》，是针对综合性国际问题的专业英文刊物，深受我驻外使领馆和外国驻华使领馆欢迎，在国外研究机构中的影响也不断扩大。

China Institute ofInternational Studies (CIIS) is the think tank of China’s Ministry of ForeignAffairs. It conducts research and analysis on a wide range of foreign policyissues.The Institute wasfounded in 1956 under the name of Institute of International Relations, andassumed the present name in December 1986. In 1998, China Center forInternational Affairs, formerly a research institution of China’s StateCouncil, was incorporated with CIIS. Research at theInstitute is focused primarily on medium and long-term policy issues ofstrategic importance, particularly those concerning international politics andworld economy. It also includes comments and policy recommendations on theworld’s major events and hot-spot issues. The Institute hosts various seminarsand conferences to discuss latest international developments and advanceissue-specific studies. It has constructed a world-wide scholarly andsecond-track exchange network, holding regular meetings with some foreignresearch institutions and running collaborative research projects with bothdomestic and foreign scholars on issues of shared interests.Research findingsat CIIS are presented in reports to the country’s foreign policy makers andinstitutions, as well as in published books and articles. In both cases, theviews expressed in the writings are those of the authors, not representingCIIS.The staff of CIISconsists of nearly one hundred researchers and other professionals. Among themare senior diplomats, leading area-study specialists, and preeminent experts inmajor fields of foreign affairs. Young scholars at CIIS all have advanceduniversity degree in I.R. or related disciplines.The Instituteconsists of 7 Research Departments: Department for International and StrategicStudies, Department for World Economy and Development, Department for AmericanStudies, Department for Asia-Pacific Security and Cooperation, Department forEuropean Studies, Department for Developing Countries Studies, and Departmentfor European-Central Asian Studies. Besides, there are research centers for Sino-USRelations, Arms Control and International Security, Shanghai CooperationOrganization, etc. CIIS has its ownLibrary and Information Center. The Library holdings include over 300,000 books.
The collection on international affairs is among the best in the country.International Studies is the Journal of CIIS. The journal provides aninfluential forum for the discussion of important international issues andChina’s foreign policy. It has an English edition for foreign readers.
