党的十八大以来，我国在生态文明建设，特别是在林草领域，取得了一系列重大成就。习近平总书记强调，要“深度参与全球环境治理，增强我国在全球环境治理体系中的话语权和影响力”。如何深度参与全球环境治理并在履约谈判中争取话语权？就林草领域而言，培养一大批“精业务、通外语、熟悉国际规则”的复合型林草国际人才队伍是关键。在多年从事林草国际合作与援外培训的工作实践中，发现拥有一本可以随时进行检索和查阅的林草国际通用英语词汇书，是十分重要且必要的，特别是对从事林草国际合作的非英语专业工作人员，快速了解相关领域词汇的规范表述能够极大地提升工作效率和质量，因此考虑编写这本词汇书。《林业和草原专业英语实用手册》在编写过程中，以援外培训课堂、林草专业教材等不同来源的词汇为基础，对词汇进行了分类汇总、甄别筛选、合并校对，并参考了相关领域的工具书、文献、高等院校教材及互联网资源。对于动植物名称的专业词汇，鉴于已有相关的英拉汉对照工具书，该书基本未做收录。同时，从相关quan威网站和重要涉林草履约文件中摘取了12篇英文文章，并对文章中的重点词汇进行解析，便于读者在语境中掌握词汇用法。
