作者简介
张静如，女，1990年出生，博士毕业于新加坡国立大学李光耀公共政策学院，公共政策专业，现任上海交通大学国际与公共事务学院助理研究员，兼任上海交通大学应急管理学院研究员，研究方向为环境治理与应急管理。
