在新发展格局下,本书以创新资源的流动和配置为切入点,阐述科技创新”双循环”生态系统的构成和运行机理。本书以粤港澳大湾区为例,深入探索构建科技创新”双循环”生态系统的现实基础与存在的问题,在借鉴世界三大湾区创新发展经验的基础上,提出构建以”广深港””广珠澳”科技创新走廊为轴的科技创新国内循环系统,实现自主创新能力提升;构建以”一带一路”为核心的科技创新国际循环系统,形成高水平的开放创新格局;从构建多元、长效的基础研究投入机制,企业主导的关键核心技术攻关机制,更加灵活的科技成果转化机制,科学、有效的人才引进培育机制,公平、开放的创新环境保障机制等方面,探讨实现科技创新国内国际双循环互促发展的动力机制。

作者简介

张寒旭,女,广东省生产力促进中心产业研究室副主任、副研究员。长期从事区域创新规划、科技服务业、科技创新政策和企业转型升级研究工作。主持参与国家、省级以上科研项目20余项,为各地市、高新区、创新型园区开展研究规划和咨询项目20余项,在省级以上期刊发表论文10余篇,参与撰写和出版专著4部。
